探索符合创新规律的管理运行体制机制,是国家实验室建设和发展的基础支撑。本文在实地调研和访谈的基础上,系统梳理了我国各类实验室在创建国家实验室过程中的探索与实践经验,从实验室的建设模式与行政隶属关系、资源配置机制、激励机制、考核评估机制、成果转化与知识产权保护等方面深入剖析体制机制问题及成因,并进一步根据存在的问题和原因提出总体思路和针对性的建议,以期为“十四五”时期国家实验室建设和科技资源优化整合提供基础性参考和强有力支撑。

Exploring the management and operation system that conforms to the law of innovation is the basic support for the construction and development of national laboratories. Through field research and interviews, the author systematically combed the exploration and practical experience of various laboratories in China in the process of creating national laboratories, from the laboratory construction mode and administrative subordination, resource allocation mechanism, incentive mechanism, assessment and evaluation mechanism, In-depth analysis of the institutional mechanisms and causes of the results transformation and intellectual property protection, and further put forward the overall ideas and targeted recommendations based on existing problems and reasons, in order to optimize the integration of national laboratory construction and scientific and technological resources during the "14th Five-Year Plan" period.
