本文对构建时空信息基础设施建设与服务标准体系框架的必要性及国内外状况进行了分析，论述了时空信息基础设施建设与服务标准体系框架的构建目标、构建原则、构建视角及层次结构,阐述了与现有测绘及地理信息标准体系的关系及未来发展趋势。

Abstract:

This paper analyzes the necessity and domestic and international situation of constructing the framework of spatio-temporal information infrastructure construction and service standard system, and discusses the construction target, construction principle，construction perspective and hierarchy structure of the framework of spatio-temporal information infrastructure construction and service standard system. The relationship with the existing standard system of surveying and mapping and geographic information and its future development trend are expounded.
