Abstract:Resource-based cities play an important role in the development of China"s national economy, which have provided a great deal of natural resources for the national economic construction. However, with the over-exploitation of natural resources, resource-based cities are facing serious problems such as resource depletion and environmental pollution. In order to achieve sustainable development, resource-based cities must carry out low-carbon transformation and upgrading. Based on this, Firstly, they are discussed on the influencing factors of low-carbon transformation of resource-based cities. The evaluation index system of its low-carbon transformation efficiency is constructed, and the transformation level is divided. On this basis, SBM evaluation model considering unexpected output is established, and Taking 17 resource-based cities as an example, this paper makes an empirical evaluation from the perspective of average value and difference in different years to test the Scientific nature and feasibility of the evaluation system.
