基于生产要素视角的国家高新区建设进程解构及优化研究

摘要:

国家高新区历经三十年建设发展，亟待多角度反思其成效及经验，以更好地驱动经济创新发展。基于生产要素视角对国家高新区的建设进程展开历史回溯，发现高新区三次创业阶段所对应的生产要素结构与建设形态各具差异，且生产要素变迁决定着高新区建设形态的演变。据此在诊断当前国家高新区发展要素失衡的困境基础上，提出壮大主体合作、强化制度创新、培育文化氛围等要素结构优化路径，助力国家高新区下一步的高质量发展。

Abstract:

After 30 years of construction and development, the National High-tech Zone urgently needs to reflect on its effectiveness and experience from multiple angles to better drive economic innovation and development. Based on the perspective of production factors, the historical process of the construction of national high-tech zones is traced back. It is found that the production factor structure and construction form corresponding to the three entrepreneurial stages of the high-tech zone are different, and the changes of production factors determine the evolution of the construction form of high-tech zones. Based on this, on the basis of diagnosing the current imbalance of the development factors of the national high-tech zones, the author proposes to strengthen the main structural cooperation, strengthen institutional innovation, foster cultural atmosphere and other elemental structure optimization paths, and help the next high-quality development of the National High-tech Zone.
