[摘要]
纠正我国农业科技资源结构性错配,提高农业科技资源配置效率,是深化农业供给侧结构性改革的重要任务,也是实现农业科技强国战略目标的必然要求。通过构建农业科技资源错配测度模型,利用2005-2016年农业科研机构数据,对农业科技资源结构性错配状况进行测算。研究显示:①行业结构错配最为严重,导致农业科技产出损失38.5%,主要表现在种植业配置过度,畜牧业、渔业、农垦农机化配置不足;②其次是隶属单位间结构性错配,导致农业科技产出损失8.4%,主要表现在农业部属配置不足,省属配置过度,地市属农业科技人力配置过度而财力资源配置不足;③最后是地区间结构性错配,导致农业科技产出损失6.4%,主要表现在华北区、东北区由配置不足转向配置过度,华东区、中南区、西南区配置过度,西北区人力资源配置不足、财力资源配置过度。

Correcting structural misallocation of agricultural S&T resources and improving agricultural S&T resources allocation efficiency are important tasks to deepen agricultural structural reform of supply side and an inevitable requirement to achieve strategic goal of agriculture powerful country for China.Through constructing a model to calculate agricultural S&T resources misallocation degree,using agricultural research institutions data from 2005 to 2016.It turns out that: agricultural S&T resources misallocation degree between industries is most serious,which leads to agricultural S&T output loss of 38.5%. Allocation in crop farming is excessivet,while insufficient in stock farming、fishery、agricultural reclamation and mechannization.Agricultural S&T resources misallocation degree between subordinate units is the second,which leads to agricultural S&T output loss of 8.4%.Allocation in provincial department is excessivet, insufficient in agricultural deployment,local deployment manpower allocation is excessive and financial allocation is insufficient.Agricultural S&T resources misallocation degree between regions is the last,which leads to agricultural S&T output loss of 6.4%.North China and northeast changed from inadequate allocation to over-adequation,east China、central south and southwest is excessivet,manpower allocation is insufficient and financial allocation is excessivet in northwest.
