众创空间发展水平评价研究—基于能力成熟度模型

摘要:

为规范众创空间管理市场,量化其发展水平,也为众创空间的运营提升提供有序的改善路径。基于能力成熟度概念,本文划分众创空间发展水平等级为初期创意阶段、体系初建阶段、战略发展阶段、升级发展阶段、最佳成熟阶段。基于2018年辽宁省213家国家级/省级众创空间年度统计数据,从基础能力、服务能力、集聚能力、孵化绩效四个方面构建众创空间发展水平成熟度评价指标体系。以辽宁省东创空间为例进行实证分析,计算结果为战略发展阶段并且其基本情况和服务能力良好,相对集聚能力、孵化绩效较弱。通过实地调研检验计算结果,提出发展建议。利用此度量标准可计算出全部在辽众创空间的发展能力成熟度等级,帮助企业对自身服务管理的基本状态作准确定位,帮助众创空间管理部门明确各众创空间实际发展水平,作为其动态管理、政策激励和资金扶持的重要依据。

Abstract:

To Standardize the management of Maker Space and quantify the level of development and provide an orderly improvement path for its improvement. This paper devides level of development into Initial creative stage, Preliminary system stage, Strategic development stage, Upgrade development stage, Best maturity stage with Capability Maturity Model. Then, build an evaluation index system based on the annual statistics of 213 national/provincial Maker Space in Liaoning Province in 2018,. Furthor, Dongchuang Space was used as an example for empirical analysis, The results show it is in the stage of strategic development and other specific indicators. Field research was taken to test the results. Finally, we put forward development suggestions. When the metric is used in all maker spaces, we can help them to accurately locate themselves, while help management to clarify their actual level, and then do better dynamic management, policy incentives and financial support.
