基于动态热点的中国光伏产业政策演化研究

Research on China"s PV industry policy evolution based on dynamic hotspots

摘要:

光伏政策的演化分析是我们把握过往政策发展脉络的关键手段,是未来政策制定的参考依据,也是进行政策评估与优化的重要基础。基于社会网络分析与共现分析方法,本文以可视化的形式显示政策热点的变化,描述我国光伏产业政策的动态演化过程。同时根据光伏政策热点的变化以及产业发展过程中的关键事件和政策,将其分为五个阶段加以讨论：市场环境培育阶段(~2008年)、国内应用市场发展阶段(2009~2012年)、分布式光伏大力推广阶段(2013~2014年)、市场化与智能化阶段(2015~2017年)、政策退坡阶段(2018年~)。可以发现,中国光伏产业政策的演化体现了高质量、多元化、智能化、市场化的发展特征,对此从政策目标、政策手段、政策演化驱动三方面进一步论述。

Abstract:

The evolutionary analysis of PV policy is a key means for us to grasp the development of past policies, a reference for future policy formulation, and an important basis for policy evaluation and optimization. Based on the social network analysis and co-occurrence analysis methods, this paper displays the changes of policy hotspots in a visual form and describes the dynamic evolution process of China's PV policies. At the same time, according to the changes in PV policy hotspots, key events and policies, the evolution process is divided into five phases to discuss: Market environment cultivation stage (~2008), Domestic application market development stage (2009~2012), Distributed PV promotion stage (2013~2014), Marketization and intelligence stage (2015~2017), Policy retreat stage (2018~). It can be found that the evolution of China's PV policy reflects the development characteristics of high quality, diversification, intelligence, and marketization. This is further discussed in terms of policy objectives, policy instruments, and the drivers of policy evolution.
