科技创新下长三角区域一体化协作发展研究 ——基于演化博弈模型的路径分析

Collaboration Development of the Yangtze River Delta Regional Integration from the Perspective of Scientific and Technological Innovation: Based on the Path Analysis of an Evolutionary Game Model

在科技创新视角下，通过建立协作发展的演化博弈模型，推导长三角区域一体化协作发展的稳定策略，分析策略的影响因素，论证深度协作的重要性。建立包括协作机制、阶段性目标及发展策略的一体化发展路径。首先区域一体化协作机制主要包括三大驱动机制：落实战略定位与政策实施的政府机制、强化资源配置与要素流动的市场机制、促进信息流通与公众参与的社会机制；其次长三角的阶段性发展目标要求按时间点依次实现政策一体化、产业一体化及至全面一体化；最后从区域协调机制、创新人才流动、基础设施建设、产业链分工、生态环保共同体等方面提出相关发展策略。

Abstract:

From the perspective of scientific and technological Innovation，through the establishment of an evolutionary game model of collaborative development, the stable strategies for the Yangtze River Delta regional integration collaborative development are derived, the influencing factors of the strategies are discussed, and the importance of deep collaboration is demonstrated. Then the integrated development paths that include collaboration mechanisms, progress goals, and development strategies are put forward. Firstly, the regional integration and collaboration mechanism mainly is made up of three major driving mechanisms, including the government mechanism of strategic positioning and policy implementation, the market mechanism of strengthening resource allocation and factor flow, and the social mechanism of promoting information circulation and public participation. Secondly, the progress development goals of the Yangtze River Delta require policy integration, industrial integration and comprehensive integration according to the time point in turn. Finally, relevant development strategies from the aspects of regional coordination mechanism, innovative talent mobility, infrastructure construction, industry chain division, and eco-friendly community are proposed.
