新时代高校之间的竞争归根结底是人才的竞争。在功利主义的目标导向驱动下,高等教育事业无限性和高等教育管理者任期有限性的二元悖论,在一定程度上导高校科研拔尖人才无序流动呈现出抢挖人才狂热化、稳才任务显像化、人才成本畸形化、引才风险扩大化等表征。高等教育事业发展和人才成长是有其规律的,高校人才无序流动对高等教育事业长远发展是极其不利的。其根源主要有四个层面:在国家层面存在办学同质化、评价模式化、人才工程条块化等;在区域层面存在信息不对称、人才待遇上不封顶等;在高校层面源于违约追责难、心理预期高、待遇双规制;在人才层面源于其收入水平、生活保障、工作评价、发展空间等方面。要破解高校科研拔尖人才无序流动的桎梏,需要政府、市场、高校以及人才四个层面的有效联动,探索实施构建扶助机制、补偿机制、培育机制、流动机制,从而促进高校科研拔尖人才科学、合理和有序流动,为新时代破“五唯”和探索现代大学制度提供一泓清泉。

In the final analysis, the competition between universities in the new era is the competition for talents. Driven by the utilitarian goal-oriented drive, the dual paradox of the unlimited nature of higher education and the limited tenure of higher education administrators, to a certain extent, leads to the disorderly flow of high-end scientific research talents in universities. Characterization of task visualization, deformed talent costs, and increased recruitment risk. The development of higher education and the growth of talents have their own rules. The disorderly flow of talents in universities is extremely detrimental to the long-term development of higher education. Its roots are mainly at four levels: at the national level, there is homogeneity of school running, evaluation modelling, and talent engineering, etc .; at the regional level, there is information asymmetry, and talent treatment is not capped; etc .; Accusations, high psychological expectations, and dual regulation of treatment; at the level of talents, it comes from its income level, living security, job evaluation, and development space. To solve the problem of the disorderly flow of top-notch talents in scientific research in universities, it is necessary to effectively link the government, the market, universities, and talents at four levels, and to explore and implement the construction of support mechanisms, compensation mechanisms, cultivation mechanisms, and mobility mechanisms to promote scientific research, The rational and orderly flow provides a clear spring for breaking the "five ideals" and exploring the modern university system in the new era.
