Driven by the utilitarian goal-oriented drive, the dual paradox of the unlimited nature of higher education and the limited tenure of higher education administrators, to a certain extent, leads to the disorderly flow of high-end scientific research talents in universities. The disorderly flow of talents in universities is extremely detrimental to the long-term development of higher education.
