摘要:

政务信息资源共享是一项复杂且具有重要意义的工程，是政务服务创新的基础，通过识别关键影响因素，进而推动政务信息资源的共享与服务创新。为了解决识别关键影响因素的问题，采用灰色关联分析与模糊聚类分析相结合的模型，进行关键影响因素的识别。通过文献研究结合实践总结，选取43项指标，构建影响因素集和分析流程，进行实证研究。依据灰色模糊聚类的结果，提出推动政务信息资源共享的对策或建议。为省、市级政府的信息资源共享关键影响因素识别工作，提供可借鉴、可参考的整体解决方法。

Abstract:

Government information resource sharing is a complex and important project, which is the basis of government service innovation. By identifying key influencing factors, it promotes the sharing of government information resources and service innovation. In order to solve the problem of identifying key influencing factors, a model combining gray correlation analysis and fuzzy cluster analysis is used to identify key influencing factors. Through literature research combined with practice summary, 43 indicators were selected to construct an analysis process and conduct empirical research.Based on the results of grey fuzzy clustering, countermeasures or suggestions for promoting government data sharing were proposed. For the identification of key influencing factors of information resources sharing between provincial and municipal governments, provide a comprehensive solution that can be used for reference.
