2015年国家新修订的《中华人民共和国促进科技成果转化法》颁布后,国家和地方先后出台了一系列促进科技成果转化的法律法规、行动方案、激励制度,基本打通了阻碍科技成果转化的制度障碍,建立起了促进科技成果转化的制度体系和激励机制。然而,很多管理人员和科研人员对科技成果转化利好制度带来的获得感仍还是不强,科技成果转化利好制度所带来的科技成果转化的效应并没有预期的大。本文对造成这一状况的原因进行了分析,对进一步落实并释放科技成果转化政策红利,有效推动高校科技成果转化提出了意见和建议,以期为高校和有关部门采取更有效、更有针对性的措施提供参考。

After the release of the newly revised Law of the People"s Republic of China on the Promotion of the Transformation of Scientific and Technological Achievements in 2015, the state and local governments successively issued a series of laws, regulations, action plans and incentive systems to promote the transformation of scientific and technological achievements, therefore basically opening up the institutional impediment to the transformation of achievements and establishing the institutional systems and incentive strategies to promote the transformation of achievements. However, many managers and researchers have not been able to gain a sense of gains in the benefits of scientific and technological achievements transformation. The efficiency of the achievements transformation policies has not been larger as expected. This paper analyzes the causes of this situation, puts forward suggestions on further implementing and distributing benefits of scientific and technological achievements transformation policies, and effectively promotes the transformation of scientific and technological achievements in universities. This will be a valuable reference for universities and relevant departments to adopt more effective and targeted measures.
