Abstract:Objectively evaluating the innovation ability of innovative SMEs is the basis for identifying the value of enterprises with “innovation” as a selling point in the capital market, and it is also a necessary reference for formulating innovative incentive policies. By analyzing the patent data of six representative industries in GEM with descriptive statistical method, it is possible to map the innovation level of SMEs in six industries. From the points of quantity and quality, the difference is distinct between industries, and also obvious between companies, the quality as a whole view is still low. Since the distinct difference between industry and company, innovation incentive policies should be more targeted but not universal, since the quality is still low, innovation incentive policy should focus more on quality but quantity.
