深圳形成多层次、多维度的科技创新政策体系,成为深圳高新技术产业发展壮大的重要支撑。深圳科技政策体系的形成可分为四个时期,其演进历程具有政策工具从相对单一到不断丰富、政策覆盖领域不断扩大和精准、政策着力点切合产业发展导向等特征。探讨并分析其体系形成与政策效果有利于不断提升政策的综合效益,同时亦为其他地区提供经验借鉴。

Abstract:

Shenzhen has formed a multi-level and multi-dimensional policy system for scientific and technological innovation,which has become an important support for the development and growth of Shenzhen"s high-tech industry.The formation of Shenzhen"s science and technology policy system can be divided into four periods.Its evolution process has the characteristics of policy tools from relatively single to constantly rich,policy coverage areas expanding and accurately,and policy focus being in line with industry development orientation.Discussing and analyzing its system formation and policy effect is conducive to continuously improving the comprehensive benefits of the policy,at the same time,it canalso provide experience for other regions.
