旨在为推进“一带一路”建设,深化中国与中亚五国的国际科技合作,提供客观、可靠的中亚五国科研竞争力、学科发展分析和科技合作建议。依据中亚五国科技部报告,国际组织专题报告,Web of Science数据库、Incites数据库和ESI数据库,采用文献计量法,辅以社会网络分析法,从科技投入和产出两方面分析中亚五国的科研竞争力、重点研究学科和优势学科,探讨其“一带一路”战略前后的国际科技合作变化;依据中亚五国的科技政策,归纳总结各国的优先发展产业。研究发现,中亚五国科技竞争力参差不齐,学科发展各有侧重,各国政策对产业优先发展方向进行了调整。中国与中亚五国应在物理、数学、化学等基础学科领域加大合作,实现彼此学科共同发展;应在临床医学、环境生态、动植物科学等学科领域加强合作,提升中国的科技影响力;应抓住中亚国家产业调整机遇,推动在农业、环境保护、轻工业、能源以及信息通信等高新技术领域的科技合作;采取国别差异化选择开展科研合作,以提高中国与中亚各国的科技合作效率。

The paper to promote the construction of the the Belt and Road Initiatives and deepen the international scientific and technological cooperation between China and the five Central Asian countries, and provide objective and reliable scientific research competitiveness, discipline development analysis and scientific and technological cooperation proposals for the five Central Asian countries. According to the report of the Ministry of Science and Technology of the five Central Asian countries, the international organization special report, the Web of Science database, the Incics database and the ESI database, using the bibliometric method, supplemented by the social network analysis method, analyzes the five Central Asian countries from the aspects of technology input and output. Scientific research competitiveness, key research disciplines and dominant disciplines, explore the changes in international scientific and technological cooperation before and after the “One Belt, One Road” strategy; based on the science and technology policies of the five Central Asian countries, sum up and summarize the priority industries of each country. The study found,The scientific and technological competitiveness of the five Central Asian countries is uneven, and the development of disciplines has its own emphasis. The policies of various countries have adjusted the priority development direction of the industry. China and the five Central Asian countries should increase cooperation in basic disciplines such as physics, mathematics, and chemistry to achieve mutual development of each other; strengthen cooperation in clinical medicine, environmental ecology, animal and plant science, and other areas to enhance China"s scientific and technological influence. We should seize the opportunities of industrial adjustment in Central Asian countries, promote scientific and technological cooperation in high-tech fields such as agriculture, environmental protection, light industry, energy, and information and communication; adopt nationally differentiated choices to carry out scientific research cooperation to improve the cooperation between China and Central Asian countries.
