摘要:

[目的/意义]针对我国当前科技监管主体较为单一,缺乏顶层设计,体系结构松散等情况,旨在从协同的理念出来,从多元主体的视角构建科技资金监管主体联盟,进而提升监管的有效性。[方法/过程]结合系统论和协同理论,通过从局部到整体的路径探讨该联盟的构建,并从政策、技术、法律、监督等4个方面对联盟的运行和完善进行保障。[结果/结论]构建包括元素级、组织机构级、操作级、监管运行级、目标级的科技资金监管主体联盟,在目标的引导下,各个不同的级层在互动的过程中更好的实现整个联盟的运行。

[Purpose/Meaning] In view of the fact that China"s current technology supervision subjects are relatively single, lacking top-level design and loosely structured system, it aims to build a synergy concept from the perspective of multi-agents to build a coalition of science and technology supervision entities, and then to enhance supervision.
