基于1999—2019年数据的中国科研诚信政策量化分析

摘要:

为了探究中国科研诚信政策的发展规律及特点，了解中国科研诚信政策存在的优势和劣势，以1999-2019年20年间国家出台的科研诚信相关政策文本为数据基础，运用ROST词频分析、PMC指数模型分析等文本量化研究方法，从政策发文时间、发文主体、文本内容等维度对我国科研诚信政策文本外部特质和政策内容进行了量化分析。研究发现，我国科研诚信政策在时间分布、联合主体、内容侧重等方面存在着不同的发展规律，不同时期发布的科研诚信政策存在着不同的优势和劣势。未来，应从政策权威性、政策内容的可行性、政策发文机构的统一性以及政策预防和监督等方面完善我国的科研诚信政策体系。

Abstract:

In order to explore the development law and characteristics of China's scientific research integrity policy, and understand the advantages and disadvantages of China's scientific research integrity policy, based on the relevant policy texts of scientific research integrity issued by the state in the 20 years 1999-2019, using the text quantitative research methods such as the word frequency analysis of ROST, PMC index model analysis, etc., from the perspective of time, subject, content and other dimensions of the policy, this paper analyzes the relationship between China's scientific research integrity policy and China's scientific research integrity policy The external characteristics and content of the policy text of scientific research integrity are analyzed quantitatively. It is found that there are different development rules in the time distribution, joint subject, content emphasis and so on, and there are different advantages and disadvantages in the research integrity policies issued in different periods. In the future, we should perfect the policy system of scientific research credit in China from the aspects of policy authority, the feasibility of policy content, the unity of policy issuing institutions, and policy prevention and supervision.
