我国高校科技成果转化现状及发展路径探析

摘要:

科技成果转化是实施创新驱动发展战略的关键环节。为深入了解我国高校科技成果转化现状，本文选取2009-2017年我国高校R&D经费投入、科技产出与成果等相关数据，分析高校科技成果转化存在问题及深层原因。结果表明，资金投入不足、机制不完善是制约我国成果转化的主要因素。在此基础上，借鉴国外高校科技成果转化在机制探索、平台搭建等方面的先进做法，提出构建合理的转化权益分配制度、打造专业化的科技成果转化合作平台、建设共生大学科技园战略联盟等对策建议，以推动我国高校科技成果转化应用。

Abstract:

The transformation of scientific and technological achievements is a key link in implementing the strategy of innovation-driven development. In order to further understand the current situation of the transformation of scientific and technological achievements in Chinese universities, this paper selects the relevant data of R&D expenditure input, scientific and technological output and achievements in Chinese universities from 2009 to 2017, and analyzes the existing problems and deep-seated reasons for the transformation of scientific and technological achievements in universities. The results show that the main factors restrict the transformation of achievements in China include insufficient capital investment and imperfect mechanism. On the basis, draw advanced approach from foreign universities of scientific and technological achievements in the fields of mechanism exploration and platform construction, etc., put forward reasonable conversion of rights and interests of the distribution systems, build a specialized platform for scientific and technological achievement transformation and cooperation, and construct a strategic alliance of Symbiotic University Science and Technology Park, to promote the transformation and application of scientific and technological achievements in Chinese universities.
