我国战略性新兴产业体系的政策文本分析——以通用航空产业为例

Strategic Newly Arisen Industry System in China-Based on policy text analysis of the General Aviation Industry

摘要:

战略性新兴产业对于培育经济发展新动能、实现经济社会健康发展具有重要意义。《国家中长期科学和技术发展规划纲要(2006-2020)》和“十三五”规划中明确将通用航空产业作为战略新兴行业,其大力发展对国计民生有重要意义。近年来,国家为了支持通用航空产业的发展,出台了一系列法律、法规、政策等。本文以中央层面的通用航空政策文本为样本,从“政策工具-产业价值链”两个维度,采用政策文本分析法对政策条目进行量化分析,深入剖析我国通用航空政策在政策工具选择、提升产业价值链方面的特点和问题,并提出未来通用航空政策完善和优化的建议,为完善我国战略性新兴产业相关政策提供参考。

Abstract:

The General Aviation Industry has been established as the strategic newly arisen industries in the National Program for Long- and Medium- Term Scientific Technological Development, as well as the 13th Five-Year Plan, and it is beneficial to national welfare and the people’s livelihood. These days, the state has adopted a series of related laws, regulations, policies and so on. based on the General Aviation Industry policy document at the level of central government, this paper will encode policy items of the General Aviation Industry form two dimensions: policy instruments and industry value chain. Finally, options of policy instruments and ways to move up value chain will be analysed, and suggestions on how to improve the General Aviation Industry will be made.
