Collaborative Research on National Agricultural Standards along the “The Belt and Road”

摘要:

农业标准一致化,能够规范农业市场经济秩序,减少贸易技术壁垒和扩大出口,也是实现农业现代化的必由之路。本文以中国与东盟农机贸易为例,阐述了农机贸易现状,分析了中国与东盟农业机械领域标准协同的主要问题和障碍,特别地以中越水稻插秧机进行了标准差异的对比。提出了利用已有平台框架协议并促成新的对话合作平台、不断提升中国农机标准与国际标准的兼容水平、通过构建标准协同模型来推动援外标准示范区建设、加强信息资源的整合与共享的对策建议。

Abstract:

The unification of agricultural standards, the regulation of the agricultural market economic order, the reduction of trade technical barriers and the expansion of exports are also the only way to achieve agricultural modernization. Taking China and ASEAN agricultural machinery trade as an example, this paper expounds the status quo of agricultural machinery trade, analyzes the main problems and obstacles of the standard coordination between China and ASEAN agricultural machinery, and compares the standard differences with the Chinese and Vietnamese rice transplanters. The paper puts forward the countermeasures to make use of the existing platform framework agreement and promote a new dialogue and cooperation platform, continuously improve the compatibility level of China"s agricultural machinery standards and international standards, and build a standard collaborative model to promote the construction of foreign aid standard demonstration zones and strengthen the integration and sharing of information resources.
