Abstract:Based on the concept of knowledge-based capital, this paper analyses the heterogeneity of annual published standards, and uses the perpetual inventory method to measure the effective stock of national standards from1995 to 2017. Based on spillover effects of standard stock and knowledge stock, as well personnel input, a spillover effect model is established. Empirical analysis reveals that: R D capital stock or inventions stock has a positive spillover effect on annual new knowledge,and the impact of full-time equivalent growth of R D personnel on annual new knowledge is also positive, while the function of standard stock is negative. It is suggested to promote the production of new knowledge by increasing research and development funds, encouraging the development of inventions, encouraging the growth and functioning of human capital. Promoting standards’ positive spillover effect on new knowledge by solving lag, aging and deficiency of standards.
