基于“双创”生态圈建设的创新创业环境优化——以陕西为例

Optimization of Innovation and Entrepreneurship Environment Based on “Double Creation” Ecological Circle Construction——A case of Shaanxi Province

摘要:

提出了三种基于“双创”生态圈的创新创业环境优化路径。选取“中国区域创新能力评价报告2018”top15中的部分省域创新创业环境发展现状，构建了包括经济发展与政府支持、产业发展等在内的七维度指标体系，在此基础上引入了模糊集定性比较分析和耦合分析两种方法，结果证明，在“双创”生态圈建设中，共存在“产业主导型”、“文化驱动型”、“环境耦合型”三种环境优化路径。以陕西省“双创”环境优化为例，分析了当前“双创”环境对成效的支持现状和存在的不足，探究了基于“双创”生态圈建设的陕西省创新创业环境优化路径及模式，以期为“双创”升级版的推进提供参考。

Abstract:

Three optimization paths for innovation and entrepreneurship based on the “double innovation” ecosystem were proposed. This study selects the development status of innovation and entrepreneurship environment about some provinces in the top 15 of China's Regional Innovation Capability Evaluation Report 2018, and builds a seven-dimensional indicator system including economic development and government support, industrial development,and etc. On this basis, two methods of fuzzy-set qualitative comparison analysis and coupling analysis are introduced. The results prove that there are three environmental optimization paths of “industry-led”, “culture-driven” and “environmentally coupled” in the construction of “double-creative” ecosystem. Taking the optimization of “double creation” environment in Shaanxi province as an example, this study analyzes the current status and existing deficiencies of the “double innovation” environment, and explores the optimization path and mode of innovation and entrepreneurship environment in Shaanxi province based on the “double creation” ecosystem construction, which can provide reference for the promotion of the “double innovation” upgrade.
