Abstract:According to the actual needs of the development stages of the national new district, dynamic matching of governance clusters is the key to successfully manage the flow of talents. Based on the theory of governance to guide the flow of talents in different stages, this paper designs the forecasting methods of talent flow trends in the new district, including the four stages of the analysis of talent flow characteristics, the selection of influencing factors, the construction of predictive models and the proposed governance strategies in different stages of the evolution of the new district. Xiong’an New Area is a case study, which verifies the rationality and feasibility of the method, and predicts the future talent flow trend of Xiong’an New Area, which provides a reference for designing specific governance strategies.
