国外农业科技管理与创新体系建设的经验与启示

Experience and Enlightenment of Construction for Foreign Agricultural Science and Technology Management and Innovation System

摘要:

农业科技进步对实现粮食安全、确保农产品有效供给和提升农业发展水平具有重要作用。国外部分发达国家在推动和实现农业科技进步方面，构建了一套行之有效的农业科技管理体制机制。本文综合分析了美国、法国、以色列、日本、韩国和印度等国家农业科技管理体制建设经验，具体概括为完善的组织管理网络体系，稳定有序的投入保障机制，科学合理的顶层管理机制和严格规范的项目评估体系。结合我国实际情况，提出了政府主导的农业科技创新体系，持续稳定的投入机制，科学有效的新型评价机制，完善的法律法规体系，成果快速转化机制，专业化的项目管理专业机构等是我国农业科技管理制度建设的关键所在。以期为我国农业科技管理制度的建设与完善提供借鉴。

Abstract:

The progress of agricultural science and technology plays an important role in achieving food security, ensuring the effective supply of agricultural products and improving the level of agricultural development. Some developed countries abroad have built a set of effective agricultural science and technology management system and mechanism in promoting and realizing agricultural science and technology progress. In this paper, the construction of agricultural science and technology management system in the United States, France, Israel, Japan, South Korea, India and other countries were reviewed, and the enlightening experience was summarized, including perfect organization management network system, stable and orderly guarantee mechanism of Investment, Scientific and reasonable mechanism of top-level management, strict and standard project evaluation system. Combined with the actual situation in China, government leading?mode?in?agricultural science and technology innovation system, continuous and stable investment mechanism, scientific and effective new evaluation mechanism, perfect laws and regulations system, achievements fast transformation mechanism, and professional project management organization was the key to the construction of agricultural science and technology management system in China. This purpose of this paper was to provide reference for the construction and improvement of China's agricultural science and technology management system.
