军民融合型高校的科技成果转化效率及路径

Transformation Efficiency and Path of Science and Technology Achievements in Military-Civilian Integrated Universities

摘要:

首先对军民融合型高校作出界定，以四川省、西安市的24所典型高校为例，从总体趋势、个体分布和区域对比3个角度出发，运用两阶段数据包络分析（DEA）模型对军民融合型高校科技成果转化效率进行实证分析，并利用扎根理论方法对其科技成果转化实现路径作出进一步探讨。研究发现：军民融合型高校的科技成果转化效率大大低于产出效率，高校之间科技成果转化效率的差异较为明显，西安市军民融合型高校相较四川省更具成果转化优势；受外部驱动与内部保障两方面的影响，科技成果转化创新链实现从需求端、研发端到落地端的转变，最终服务于高校教育、地方发展与国防建设。

Abstract:

Firstly, this paper defines the military-civilian fusion colleges and universities, taking 24 typical colleges and universities in Sichuan province and Xi'an city as an example, using two-stage data envelopment analysis (DEA) model to analyze the scientific and technological achievements transformation efficiency from three angles respectively of general trend, individual distribution and regional contrast. Then the paper further explores the realization path of scientific and technological achievement transformation by taking grounded theory. It is found that the efficiency of transformation of scientific and technological achievements is much lower than that of output, the difference of efficiency of transformation of scientific and technological achievements between colleges and universities is obvious, and Xi'an military-civilian integration colleges and universities have more advantage of transformation of achievements than Sichuan province; under the influence of external drive and internal guarantee, the innovation chain of transformation of scientific and technological achievements realizes the transformation from demand end, R&D end to landing end, and finally serves the education of colleges and universities, local development and national defense construction.
