Abstract:

The implementation of the post system management is a beneficial try to deepen the reform of the operational mechanism of the public institutions, innovate the management system, and stimulate the vitality of innovation. Taking public local scientific research institutes as an example, combined with the characteristics of post quantitative control, verification standards, filing management, and classification management, the post system of institutions is discussed from the aspects of institutional mechanism, talent aggregation, innovation incentives, performance evaluation, and the transformation of scientific and technological achievements. Manage the status quo and existing problems, try to put forward opinions and suggestions to help the public welfare work develop better and faster.
