Abstract:From the perspective of the co-operation of the government, the R&D investment is divided into the government support, the investment of the enterprise scientific research funds and the input of the Sci-Tech personnel of the university. Based on the data in the Yangtze River Delta, panel vector autoregressive (PVAR) model are built. The relationship between R&D input and the transformation of Sci-Tech achievements of the university is analyzed by means of impulse response function and variance decomposition. The results of the analysis show that the R&D input is hard to play an active role in the transformation of the Sci-Tech achievements of the university; The transformation of the Sci-Tech achievements of the university and the investment of the university and the investment of the investment of the external R&D funds have a positive effect on the input of the Sci-Tech personnel of the university.The transformation of scientific and technological achievements and the investment of scientific and technological personnel in universities have obvious positive impact on the external R&D investment. Therefore, this paper puts forward some policy suggestions that we should improve and guarantee the welfare treatment of scientific research personnel, perfect the classification and evaluation system of scientific research performance, and focus on the coordinated innovation of government, industry, university and research.
