基于政策评估视角的区域创新发展对策研究

Research on Countermeasures for Regional Innovation and Development Based on the Perspective of Policy Evaluation

摘要:

运用创新政策评估理论和方法，构建了包含六个步骤的创新政策评估流程，针对目标政策文件中关于区域发展和改革的重要举措，主要从成效角度对全面创新改革试验区、创新型省份（城市）建设、国家自主创新示范区、高新技术产业开发区以及以京津冀为代表的区域协同创新情况进行了系统评估。在此基础上，结合国内外当前形势特点和调研座谈中反映的主要问题，对我国区域创新发展提出相关对策建议。

Abstract:

This paper uses the innovation policy evaluation theory and method, constructing a six-step innovation policy evaluation process, targeting important measures on regional innovation and development in target policy documents. This paper mainly systematically evaluates the situation of comprehensive innovation reform pilot zone, innovation province (city) construction, national innovation demonstration zone, high-tech industrial development zone and regional collaborative innovation represented by Beijing-Tianjin-Hebei from the perspective of effectiveness. Based on a systematic evaluation, this paper puts forward relevant countermeasures and suggestions for China's regional innovation and development based on the characteristics of the current situation at home and abroad and the main issues reflected in the survey.
