智能生产与服务网络体系中军地新型产业联盟结构及其界壳研究

摘要:

智能生产与服务网络体系将是新型主流产业组织体系。把军民融合战略落实到智能生产与服务网络体系中，是军民融合深度发展的重要议题。本文首先研究智能生产与服务网络体系中军民产业融合联盟形成机理，进而研究其组织形式；并再通过研究其组织运行机制，设计其网络界壳。研究发现，军民产业融合联盟形成需要网络基础——“智能生产与服务网络体系”，和产业基础——基于“智能生产与服务网络体系”的军民融合产业创新平台。军民产业融合联盟则是在国家重大产业项目的推动下，形成于新型军民融合产业创新平台之中。智能生产与服务网络体系中军民产业融合联盟应包含5个组成系统：军民技术联合开发系统、军民生产与服务合作系统、军民信息交互系统、军民基础设施共享系统、产业联盟统一规制系统。之后，结合联盟组织平时、战时运行机制，从技术安全、管理安全2个视角，设计军民产业融合联盟网络界壳。本文研究为军民产业融合联盟研究的发展首开道路。

Abstract:

Intelligent production and service network system will be a new mainstream industrial organization system. Implementing the strategy of civil-military integration into the intelligent production and service network system is an important issue for the further development of civil-military integration. Firstly, this paper studies the formation mechanism of civil-military integration industry alliance in the intelligent production and service network system, and then studies its organizational form, and then designs its network boundary shell by studying its organizational operation mechanism. It is found that the formation of industrial alliance of civil-military integration needs network foundation - "Intelligent Production and Service Network System" and industry foundation - "Intelligent Production and Service Network System" based on the innovation platform of civil-military integration industry. The industrial alliance of civil-military integration is formed in a new innovation platform of civil-military integration industry under the promotion of major national industrial projects. In the intelligent production and service network system, the industry alliance of civil-military integration should include five components: the joint development system of civil-military technology, the cooperation system of military-civilian production and service, the military-civilian information exchange system, the sharing system of military-civilian infrastructure, and the unified regulation system of industrial alliance. Afterwards, combined with the operational mechanism of alliance organizations in peacetime and wartime, from the two perspectives of technical security and management security, the network shell of civil-military integration industry alliance is designed. This study opens the way for the development of civil-military integration industry alliance.
