Abstract:Based on the analysis framework of policy subjects, tools and objectives, this paper makes a comparative study on the policy of strategic emerging industry promulgated by the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) in 2010 and beyond. The study finds that Guangdong's industrial policy is mainly promulgated by the Guangdong Provincial Government and emphasizes cooperation with Hong Kong and Macao, Hong Kong's industrial policy is mainly promulgated jointly by the Guangdong and Hong Kong governments, while Macao's industrial policy is mainly promulgated by Macao SAR Government and has low cooperation with Guangdong and Hong Kong; the three places of Guangdong, Hong Kong and Macao constantly adjust the use of industrial policy tools with the change of the development stage of strategic emerging industries, but all emphasize the use of environmental tools; the strategic objectives of industrial policy in GBA are consistent at macro level, but local differences are presented at micro level. Based on the analysis of the policy text, clarifying the main problems of the Guangdong-Hong Kong-Macao Greater Bay Area's strategic emerging industrial policies that have fuzzy linkages between policy tools and objectives, industrial subsidies that weaken the market mechanism, uneven allocation of industrial policy-oriented resources, and the lack of linkage between industrial policies and supporting policies. according to the problems, this paper proposes some optimization suggestions that the selection and use of policy tools, the adaptation and adjustment of policy systems, and the synergy of industrial policies to solve the main problems.
