Abstract:Studying the overall operation status of national software industry bases in China is helpful to promote the development of the software industry bases. This paper studies the operational efficiencies of 42 national software industry bases in China by using the Data Envelopment Analysis method, and carries out cluster analysis based on the decomposition of efficiency. The results show that the overall operating efficiency of the national software industry bases in China is not high, and the efficiency difference between each software base is big; the low efficiency of pure technology is the main reason for the low efficiency of the national software industry bases, among them, 38% belong to high efficient type, and 40% belong to unilaterally inefficient. Based on this, the paper puts forward some suggestions for the construction of China's national software industry base, such as improving management ability, cultivating high-level talents and giving full play to the role of government guidance.
