中国国家软件产业基地运行效率研究

摘要:

研究中国国家软件产业基地的整体运行状况，有助于推动软件产业基地良好发展。以中国42个国家软件产业基地为研究对象，运用数据包络分析方法对其运行效率进行测算，并根据效率分解情况进行聚类分析。研究结果显示:中国国家软件产业基地整体运行效率不高，且各软件基地间的效率差异较大；纯技术效率过低是导致国家软件产业基地运行效率不足的主要原因，其中38%的软件基地属于高效型，40%的软件基地为单方面低效。据此，对中国国家软件产业基地建设提出提高管理能力、培养高水平人才、发挥政府引导作用等建议。

Abstract:

Studying the overall operation status of national software industry bases in China is helpful to promote the development of the software industry bases. This paper studies the operational efficiencies of 42 national software industry bases in China by using the Data Envelopment Analysis method, and carries out cluster analysis based on the decomposition of efficiency. The results show that the overall operating efficiency of the national software industry bases in China is not high, and the efficiency difference between each software base is big; the low efficiency of pure technology is the main reason for the low efficiency of the national software industry bases, among them, 38% belong to high efficient type, and 40% belong to unilaterally inefficient. Based on this, the paper puts forward some suggestions for the construction of China's national software industry base, such as improving management ability, cultivating high-level talents and giving full play to the role of government guidance.
