云南野外科学观测研究站现状分析及科学数据共享研究

摘要:

为深入实施创新驱动发展战略，进一步加强云南野外科学观测研究站的规范管理，本文利用调查表、网上查询和电子函件等的方式，对云南三十余家野外科学观测研究站的现状、科学数据共享及存在问题进行综合分析，发现云南野外科学观测研究站具有典型的学科和地域特征，其在长期的野外观测研究工作中，积累了大量的野外观测与实验数据，科学数据资源储备极为丰富。但还存在缺乏顶层设计、经费投入不足、科学数据共享利用滞后等问题。为此，提出依托云南大仪网开放共享平台，创建“云南省野外科学观测研究站数据共享中心”，打造科学数据规范化、网络化数据应用服务平台。积极采用“野外站-实习科研双基地”、“野外站-科普游”等科技资源共享服务新模式，充分发挥野外站在科学数据、科研成果上的有效转化和利用，切实提高云南野外站的科技资源质量和开放共享服务水平，为建成生态优先、绿色发展、经济协调、机制科学的创新型云南提供有益借鉴。

Abstract:

In order to carry out the strategy of innovation-driven development,Further strengthening the standardized management of Yunnan Field Scientific Observation and research station,This article uses the questionnaire, the online inquiry and the electronic mail exchange way,The present situation, scientific data sharing and existing problems of more than 30 field scientific observation and research stations in Yunnan Province are analyzed.It is found that Yunnan Field Scientific Observation and Research Station has typical disciplinary and regional characteristics.In the long-term field observation research work,Accumulated a large number of field observation and experimental data.However, there are some problems, such as lack of top-level design, insufficient investment, and lag in scientific data sharing and utilization.To this end,The open sharing platform based on Yunnan Dayi Network is put forward,Establishing "Data Sharing Center of Yunnan Field Scientific Observation and Research Station",Build a scientific data standardization, networking, data application service platform.Active use of "field station-practice Scientific Research Double Base","field station-popular science tour" and other new service models of science and technology resources sharing,Give full play to the effective transformation and utilization of scientific data and research achievements in field stations,Improving the quality of scientific and technological resources and the level of open and shared services in Yunnan field stations,It provides a useful reference for building an innovative Yunnan with ecological priority, green development, economic coordination and scientific mechanism.
