Abstract:Using the method of entropy weight and TOPSIS to statically measure the performance of 72 universities in building the science and technology innovation centers from Beijing, Shanghai and Guangdong. The static time results are used to construct a data time-series matrix combining with the physics principles to establish a dynamic evaluation model to track the speed and acceleration of the performance. The study found that the static result of Beijing-Shanghai-Guangdong universities is generally low, and the level of participation in Shanghai universities is better than that of Beijing and Guangdong on the whole. Since the strategy of science and technology innovation centers was proposed, the driving forces of Shanghai universities has risen substantially. Although the foundation of universities in Beijing is better, the growth has been sluggish in recent years, especially the performance level of some municipal universities has shown a slight decline; the drive of universities in Guangdong has steadily increased, and the dynamic results of provincial universities have significantly improved, much better than that of in Beijing and Shanghai.
