    摘要:

    运用熵权TOPSIS法对京沪粤72所高校参与科技创新中心绩效进行静态测度。以静态结果构建数据时序矩阵,引用物理学原理建立动态评价模型,跟踪分析各时段内高校参与科技创新中心建设绩效的速度、加速度等变化趋势。研究发现:京沪粤高校对于科技创新中心建设的静态参与绩效整体偏低,在沪高校参与水平整体优于京、粤两地,且自科技创新中心战略提出以来,上海高校创新动能实现了大幅跃升;北京高校虽发展基础较好,但近年来却增长乏力、特别是部分市属高校绩效水平呈现出轻微的衰退迹象;广东高校发展动力稳步增强,省属高校动态结果增长较快,显著优于京沪同类高校。

    Abstract:

    Using the method of entropy weight and TOPSIS to statically measure the performance of 72 universities in building the science and technology innovation centers from Beijing, Shanghai and Guangdong. The static time results are used to construct a data time-series matrix combining with the physics principles to establish a dynamic evaluation model to track the speed and acceleration of the performance. The study found that the static result of Beijing-Shanghai-Guangdong universities is generally low, and the level of participation in Shanghai universities is better than that of Beijing and Guangdong on the whole. Since the strategy of science and technology innovation centers was proposed, the driving forces of Shanghai universities has risen substantially. Although the foundation of universities in Beijing is better, the growth has been sluggish in recent years, especially the performance level of some municipal universities has shown a slight decline; the drive of universities in Guangdong has steadily increased, and the dynamic results of provincial universities have significantly improved, much better than that of in Beijing and Shanghai.
