Evaluation Method for International Scientific and Technological Cooperation in New Period

摘要:

随着我国科技体制改革的深入，对国际科技合作进行绩效评估成为各级政府重要的管理需求。开展国家层面的国际科技合作评估，可为我国创新驱动战略的实施、国际科技合作工作的开展及政策制定提供证据支撑。当前，国内外对国际科技合作评估的研究集中于计划/项目、基地/平台等领域，在国家层面开展国际科技合作政策评估的研究相对较少，尤其是开展全方位国际科技合作现状评估的实践更是缺乏。 本文首先介绍了国际科技合作评估的目的和意义，以及国内外评估实践现状。进一步基于国际科技合作的特点，对比了一般科技评估与国际科技合作评估之间的差异，并分析了国际科技合作评估的对象及其特点。在此基础上给出了评估的原则、方法与程序，包括构建评估框架、设计评估指标、选择评估方法及评估结果的使用等。最后，分析指出了国际科技合作评估实施流程中的关键环节。

Abstract:

With the deepening of China's scientific and technological system reform, the performance evaluation of international scientific and technological cooperation (ISTC) has become an important management demand of governments at all levels. The ISTC evaluation at national level can provide evidence support for the implementation of China's innovation-driven strategy, the development of ISTC and policy formulation.Nowadays,research on ISTC evaluation mainly focus on the field of plan and program, research basement and platform. There are relatively few studies on the policy evaluation of ISTC, especially lacking of the ISTC status evaluation form all aspects. Firstly, the purpose and significance of ISTC evaluation is given in the paper, together with current practices carried in China and abroad. Based on the characteristic of ISTC, it compares the differences between science&technology evaluation and the ISTC evaluation. The evaluation’s targets as well as the features and principle of ISTC evaluation is also introduced in this paper. Then the method and procedure is illustrated, which includes evaluation framework construction, evaluation indicators designing, selection of evaluation method and application of evaluation results. Finally, the key process during the ISTC evaluation implementation process is analyzed.
