粤苏生物医药产业发展对比研究及对广东的启示

A Comparative Study on Bio-Pharmaceutical Industry between Guangdong and Jiangsu and Its Enlightenment to Guangdong

摘要:

广东省生物医药发展水平在全国处于先进地位，但近年来呈现规模不足、速度减慢等问题。为推动广东省生物医药产业的高质量发展，本文基于标杆比较视角分析，从产业经济、产业创新及产业政策3大维度7大方面对粤苏两省的产业发展进行对比找差，发现广东省主要存在研发投入强度不足、服务机构能力不强、人才建设力量不够等问题，导致医药制造规模较小、企业竞争力较弱、药物创制水平不高等差距形成，通过借鉴江苏省先进经验做法，得出支持企业创新、加强园区建设、完善服务平台等五点启示。

Abstract:

Guangdong ’s level of biomedicine development is at the forefront of the country, but in recent years, there have been problems such as insufficient scale and slower speed. In order to promote the high-quality development of Guangdong's biopharmaceutical industry, this article is based on a benchmarking perspective，and compares the differences between the industrial development of Guangdong and Jiangsu provinces from industrial economy, industrial innovation, and industrial policy 3 dimensions and7 aspects. We found that Guangdong Province mainly has insufficient R & D investment intensity, weak service organization capabilities, and insufficient talent construction capacity. Such problems have led to the formation of gaps in the small scale of pharmaceutical manufacturing, weak corporate competitiveness, and low levels of drug creation. Based on the advanced experience and practices of Jiangsu Province, five points of enlightenment have been drawn, including supporting enterprise innovation, strengthening the construction of parks, and improving service platforms.
