基于研究联合体视角构建国家自主创新示范区创新生态系统科学有效的运行机制,对于保证国家自主创新示范区高质量发展具有重要的理论和实践价值。研究表明,运行机制模型分为运行初期、运行中期和运行成熟期,运行初期包括动力机制、伙伴选择机制、信任机制,运行中期包括协同共生机制、学习机制、激励机制、信任机制,运行成熟期包括耦合机制、风险识别与防控机制、政策导向机制、利益分配机制、信任机制,各机制相互联系、相互制约,构成一个有机的整体,共同发挥作用。为保障运行机制健康运转,运行初期应注重提高RJVs成员企业研发能力,运行中期应加强RJVs成员企业间的研发合作,运行成熟期应将RJVs成员企业利益刺激作为原始动力,还应探索建立RJVs长期动态博弈研发合作模式,充分发挥创新政策的作用。

Abstract:

It is of great theoretical and practical value to build a scientific and effective operation mechanism of Innovation Ecosystem of National Independent Innovation Demonstration Zone from the perspective of RJVs to ensure the high-quality development of national independent innovation demonstration area. The research shows that the operation mechanism model can be divided into three stages: the initial stage, the middle stage and the mature stage. The initial stage of operation includes power mechanism, partner selection mechanism and trust mechanism. The middle stage of operation includes symbiosis mechanism, learning mechanism, incentive mechanism and trust mechanism. The mature stage of operation includes coupling mechanism, risk identification and prevention and control mechanism, policy oriented mechanism, benefit distribution mechanism The mechanism of trust, which is interconnected and restricted by each other, constitutes an organic whole and plays a role together. In order to ensure the healthy operation of the operation mechanism, attention should be paid to improving the R D capacity of RJVs member enterprises in the early stage of operation, and the R D cooperation among RJVs member enterprises should be strengthened in the middle stage of operation. In the mature stage of operation, the interest stimulation of RJVs member enterprises should be taken as the original power. In addition, the long-term dynamic game R D cooperation mode of RJVs should be explored to give full play to the effect of the government"s cooperative R D innovation policy.
