Abstract:At present, the issue of resource shortage and environmental pollution is becoming more and more prominent in China. And promoting the green transformation of industry through scientific and technological human resources is the key link to solve this problem. Based on the Super-SBM system, this paper analyzes the heterogeneous structure of China"s industrial green transformation, and constructs a dynamic panel threshold model from the perspective of environmental regulation, to analyze the impact of scientific and technological human resources on industrial green transformation. It is found that China"s industrial green transformation still has a large development room, specifically, extensive and intensive development approaches coexist, and its transformation process presents obvious fluctuation characteristics, which has a significant heterogeneity. Interestingly, there is a significant threshold effect of environmental regulation on the impact of China"s scientific and technological human resources on the industrial green transformation: a lower degree of environmental regulation is not conducive to the promotion of industrial green transformation through scientific and technological human resources, but with the increase of industrial environmental regulation intensity and surpassing the "critical value", to a certain extent, it will reduce this negative effect, namely, pushing the positive effect of scientific and technological human resources in the industrial green transformation.
