摘要:

公众的科学素养水平不仅直接关乎能否更好地享受科学技术创新成果和新时期人们的生活质量问题，还对于促进科技进步和创新起着重要的支撑和保障作用。本文将公众科学素养引入到科技服务业中，利用四螺旋理论构建面向科技服务业的“政府—大学—产业—公众”的协同创新发展模型。阐述了模型中政府、大学、产业、公众与科技服务业中各要素之间的契合、互动、演进过程，并从供需角度分析模型的动力机制，为提高科技服务业的服务效率和质量提供理论支持与实践指导。

Abstract:

The scientific literacy of the public is not only directly related to whether they can better enjoy the achievements of scientific and technological innovation and people's quality of life, but also plays an important support role in promoting scientific and technological progress and innovation.This paper introduces the public scientific literacy into the science and technology service industry.Based on the quadruple helix theory, the collaborative innovation development model of " government-university-industry- public" for science and technology service industry is constructed.Then analyzes the composition, function and interaction mechanism of the basic elements in the collaborative innovation development model.This paper provides theoretical support and practical guidance for improving the service efficiency and quality of science and technology service industry.
