Abstract:This paper constructs a theoretical framework of the direct and indirect effects of environmental regulation on green technology progress,incorporates the realistic background embedded in the global value chain division of labor into the calculation of green technological progress in 30 provincial samples of China from 2002 to 2018, and investigates the impact of indirect channels such as green R&D investment, human capital and changes in imported intermediates caused by environmental regulations on the progress of green technology. The conclusions of the study show that mandatory environmental regulation has an indirect positive impact on the progress of green technology through the accumulation of human capital and the import of intermediate products, meanwhile, market-based environmental regulations and voluntary environmental regulations indirectly have a positive effect on green technological progress through green technology innovation, human capital accumulation, and intermediate product imports. Based on the conclusion of the research, the paper puts forward some suggestions to promote the green technology progress of our country by adopting the combination tools of differentiated environmental regulation according to local conditions, attracting high-end talents to gather in the innovation line, and so on, and to promote our country to move forward to the scientific and technological power and the manufacturing power country.
