Abstract:Improving and developing military-civilian science and technology policy system construction is the basic guarantee and important help to promote the in-depth development of military-civilian science and technology collaborative innovation. At this stage, relevant national and local agencies have issued top-level design and supporting policies for military and civilian science and technology in multiple fields. However, problems such as weak policy cohesion, systemic insufficiency, unclear timeliness, lack of supporting policies, and weakening of policy implementation effects are widespread. Based on the 67 "national-provincial-municipal" military and civilian science and technology policies from January 2010 to December 2019, a military and civilian science and technology policy evaluation index system based on the PMC index model was established by using grounded theory. The main problems of the current military and civilian science and technology policy system was systematically analyzed by evaluating military and civilian policies with the PMC index radar chart, surface chart, and CONTOUR chart. Policy recommendations were made from improving the policy system, deepening policy updates, improving implementation rules, and enriching incentive measures It was hoped to provide decision-making basis for improving the content of China"s military and civilian science and technology policies, optimizing policy measures, and improving the quality of policy implementation.
