[摘要]
针对既有的技术转移效率影响因素分析较为片面的现状,本研究从技术转移创新整体出发,基于政-产-研-服四个创新主体(四螺旋),构建了评价技术转移效率影响因素重要性的网络层次体系,综合利用德尔菲法和群组决策分析得到了18位专家的综合评价矩阵,然后运用网络层次分析法(ANP),借助SD软件计算了各影响因素的重要性得分。根据评价结果可知,在四个主体中,企业作用最重要,政府作用次之,高校科研机构和科技服务机构两个方面基本相当。基于此,本研究围绕技术转移信息服务提出了5个方面的建议。

In view of the present situation that the existing analysis of influencing factors of technology transfer efficiency is one-sided, starting from the technology transfer innovation as a whole, this study constructs a network hierarchy system to evaluate the importance of the influencing factors of technology transfer efficiency based on the four innovation subjects of government-enterprise-research institutions-service institutions system (quadruple helix), and then Delphi method and group decision analysis are used to obtain the comprehensive judging matrices of 18 experts. Then, analytic network process (ANP) is used to calculate the importance score of each influencing factor with the help of the Super Decisions. According to the evaluation results, enterprise is the most important among the four innovation subjects, and government is second. The research institutions and service institutions are basically equal. Based on the result, this study makes five suggestions around technology transfer information service.
