Abstract:In this paper, the Super-efficiency DEA is used to measure the industrial innovation efficiency of state-level new areas of China under two situations of not considering and considering undesired output, and further, the panel Tobit regression model is used to explore the factors affecting industrial innovation efficiency. The results show that under the two situations, the industrial innovation efficiency of state-level new areas of China show a simultaneous change and a trend of declining year by year; the new areas established later in Central China and Western China have higher industrial innovation efficiency, while the new areas newly established in the economically developed regions of Eastern China are lower; government support and financial services have a significant positive effect on state-level new areas. Based on this, Based on this, this paper puts forward the corresponding countermeasures and suggestions for the industrial development of xiong'an new area from the aspects of government service, financial innovation and smart logistics.
