    摘要:

    采用超效率数据包络分析(DEA)方法,分别对不考虑和考虑非期望产出两种情形下我国国家级新区产业创新效率进行测度,并进一步利用面板Tobit回归模型对产业创新效率影响因素进行探究。研究结果表明:两种情形下我国国家级新区产业创新效率呈现同步变动、逐年下降态势;中西部地区后成立的新区产业创新效率较高,而先成立的东部经济发达地区新区产业创新效率较低;政府支持和金融服务对国家级新区产业创新效率具有显著正向作用。基于此,对雄安新区产业发展从政府服务、金融创新和智慧物流三方面提出针对性的对策建议。

    Abstract:

    In this paper, the Super-efficiency DEA is used to measure the industrial innovation efficiency of state-level new areas of China under two situations of not considering and considering undesired output, and further, the panel Tobit regression model is used to explore the factors affecting industrial innovation efficiency. The results show that under the two situations, the industrial innovation efficiency of state-level new areas of China show a simultaneous change and a trend of declining year by year; the new areas established later in Central China and Western China have higher industrial innovation efficiency, while the new areas newly established in the economically developed regions of Eastern China are lower; government support and financial services have a significant positive effect on state-level new areas. Based on this, Based on this, this paper puts forward the corresponding countermeasures and suggestions for the industrial development of xiong'an new area from the aspects of government service, financial innovation and smart logistics.
