In the process of continuously realizing the major breakthrough of leading original achievements and actively serving the state"s major strategy, colleges and universities have made remarkable achievements, produced a batch of original scientific and technological achievements, and undertaken a batch of major national science and technology projects, but their original technology service society The development is not ideal, mainly due to the lack of effective and practical property rights incentive clauses in the current policies, leading to the low enthusiasm of Chinese researchers for the transformation of achievements. This paper mainly analyzes the experience of foreign developed countries, such as the United States, Japan, Germany and other countries in the ownership and income distribution of scientific research personnel involved in the transformation of service invention achievements, as well as the discussion on the reform path of property rights in the transformation of domestic scientific and technological achievements, points out the shortcomings of implementing property rights incentive policies in the current transformation of service invention achievements, and proposes to promote China"s scientific and technological achievements based on its excellent experience Policy suggestions on the transformation of property rights.
