Abstract:In the current process of technological transformation, the government"s regulatory measures and corresponding legal frameworks cannot match the development requirements of emerging technologies and business models due to the lag, which has hindered innovation to a certain extent. Faced with the contradiction between regulatory policies and innovation development, governments in some countries have begun to adopt various forms of "innovation experiment", of which the "Real Laboratory" is the solution provided by the German government. This article introduces the definition and construction method of the real laboratory in detail, and shows the application of the real laboratory in practice through a specific case. Finally, three suggestions are put forward for China to carry out relevant innovation experiments.
