国家技术转移体系建设评估研究与实践

Research and Practice on Evaluation Method of National Technology Transfer System

摘要:

为客观判断我国技术转移相关政策实施效果及改进技术转移体系过程管理，构建国家技术转移体系建设评估体系，以此分析国家技术转移体系建设进展、形成的典型经验及存在问题。在借鉴美国、欧盟、英国等国内外技术转移监测评价相关方法和实践经验的基础上，结合我国技术转移体系特点，兼顾定量定性指标，研究建立国家技术转移体系建设评估指标体系，涵盖组织实施、基础架构、实施绩效、转移通道和支撑保障5个一级指标和19个二级指标，并给出具体评估方式方法。评估实践发现，研究所提出的指标体系适用于国家和区域技术转移体系实效评估。最后提出国家和地方要做好技术转移体系评估监测工作、积极开展各类评估试点等相关建议。

Abstract:

In order to objectively judge the policy effect and improve the management of technology transfer system, this paper studies and constructs the evaluation system on national technology transfer system so as to assess the progress, conclude the experience and analyze the problems. On the basis of the relevant methods and practical experiences of technology transfer monitoring and evaluation in the United States, the European Union and the United Kingdom, combined with the characteristics of China's technology transfer system and taking into account quantitative and qualitative indicators, the research constructs the evaluation index system of the national technology transfer system construction, covering 5 primary indicators of organizational implementation, infrastructure, implementation performance, transfer channels and support guarantee, and 19 secondary indicators, and give specific evaluation methods. Finally, the paper puts forward some suggestions, such as the National and local governments should do a good job in the evaluation and monitoring of technology transfer systems, and actively carry out various evaluation pilot projects and other relevant.
