Abstract:In order to evaluate the on-site emergency plan in nuclear power plant accurately, this paper proposes an evaluation method based on HFLTS. Firstly, based on the contents of emergency plan, the evaluation index system is constructed from five dimensions: organization and responsibility, emergency preparation, emergency response and protection, emergency support, summary and later disposal. Secondly, considering the hesitation of experts when giving evaluations in the process of group decision-making, the criterion weights are calculated using HFLTS-AHP method, and the comprehensive score is determined using HFWA operator. Finally, taking Daya Bay nuclear power plant as an example, the key contents and de?ciencies of its on-site emergency plan is analyzed, and the effectiveness and reliability of the evaluation method are verified. The research results can provide reference for the future improvement of on-site emergency plan in nuclear power plants.
