选取2008~2017年19个副省级以上城市的经济数据和前置一年的高校科技创新数据,运用熵值法测算城市高校科技创新能力和经济高质量发展水平,并采用面板模型实证考察高校科技创新对经济高质量发展的影响。研究结果发现:19个城市的经济高质量发展水平与高校科技创新能力均有提升,但提升的程度存在分化;高校科技创新对城市经济高质量发展有显著的促进作用,尤其是高校科技创新人才的培养是重要的正向影响因素;5个计划单列市的高校科技创新对城市经济高质量发展的影响与其他城市相比存在明显差异。基于研究结论提出了加强高校科技创新投入水平、重视高校科技项目成果的转化与应用、差异化地发挥高校科技创新在经济高质量发展中的作用的对策建议。

Based on the data of economic of 19 cities at or above the sub provincial level from 2008 to 2017 and the data of scientific and technological innovation of colleges and universities lagging behind for one year, this paper uses entropy method to measure scientific and technological innovation ability and high-quality economic development level of urban Universities, and uses panel model to empirically examine the impact of scientific and technological innovation of colleges and universities on high-quality economic development. The results show that: the level of high-quality economic development in 19 cities and the ability of scientific and technological innovation in Colleges and universities have been improved, but the degree of improvement is differentiated; the scientific and technological innovation in Colleges and universities has a significant role in promoting the development of high-quality urban economy, especially the cultivation of scientific and technological innovation talents in Colleges and universities is an important positive factor; the scientific and technological innovation in Colleges and universities in five cities with separate plans has a high-quality urban economy Compared with other cities, the impact of quantitative development is significantly different. Based on the research conclusion, this paper puts forward some countermeasures and suggestions to strengthen the input level of scientific and technological innovation, attach importance to the transformation and application of scientific and technological project achievements, and give full play to the role of scientific and technological innovation in high-quality economic development.
