校地共建型新型科研机构发展的逻辑与现实——以C9高校为例

The Logic and Reality of the Development of the New Type of Research Institutions Co-established by Universities and Local Governments: Taking China’s Top Nine Universities as the Examples

作为政产学研有效结合的新模式，校地共建型新型科研机构已成为经济新常态下实施创新驱动发展战略的重要支撑。剖析了校地新型科研机构的成因、特点和作用，并以C9高校为例具体分析了校地新型科研机构的发展状况和特征。研究显示，过去十年C9高校校地新型科研机构增长迅速。机构的性质以事业单位为主，研究领域主要集中于大数据、物联网和智能装备等领域。这些机构地域分布广泛，但主要集中在南京、苏州等创新型城市，以“异地合作”为主，合作政府类型主要是地级市政府。

Abstract:

As a new model of the effective combination of the government, industry, university and research institute, the new type of research institutions co-established by universities and local governments have become an important support for the implementation of innovation-driven development strategy in the new normal of China’s economy. This paper analyzes the causes, characteristics and functions of the new type of research institutions co-established by universities and local governments, and takes China’s top nine universities as the examples to analyze their development status and characteristics. The results show that the new type of research institutions in China’s top nine universities have grown rapidly in the past decade. The nature of the new type of research institutions is mainly public institutions and their researches mainly focus on big data, Internet of things, intelligent equipment and other fields. These institutions are widely distributed, but they are mainly concentrated in Nanjing, Suzhou and other innovative cities. The cooperation type of these research institutions is "cooperation with the local governments in different places", and cooperative governments are mainly prefecture-level cities’ governments.
