计量法具有科技法和监管法的双重属性，我国《计量法》还是一部监管法，科技法价值完全缺失。国家计量机构是一个国家的最高计量技术机构，在计量法中具有重要地位，也具有重要的国际法地位。《计量法》修订应强化其科技法属性，要建立以国家计量机构为中心的国家计量科技基础设施制度框架。《计量法》应明确国家计量机构的法律地位和法定职责，保障国家计量机构的国家性，并以部门规章的形式制定“国家计量机构管理办法”。

The national metrology institute is the highest metrology technical institute in a country, which has an important position in the metrology law and also has an important status in international law.The revision of the Metrology Law should strengthen its scientific and technological law, and establish a national metrology scientific and technological infrastructure system framework centered on the national metrology institute.The Metrology Law should clarify the legal status and statutory responsibilities of the national metrology institute, guarantee the nationality of the national metrology institute, and formulate the National Metrology Institute Regulation in the form of departmental regulations.
