通过构建三阶段DEA模型，分析2010-2017年全国28个地区的产学研合作创新活动数据，对我国产学研合作创新效率情况进行评价，三个阶段的评价结果表明：（1）企业数量越多、经济发展水平越高越容易导致资金、人才和项目投入资源出现浪费，市场化程度与政府支持力度越高越能促进资金、人才等创新资源合理利用；（2）剔除环境因素影响后，北京、江苏、浙江与湖南4个地区产学研合作创新综合效率达到最优，云南、福建等8个地区的产学研合作情况需要大力改善。

By constructing a three-stage DEA model, analyzing the data of industry-university-research cooperation innovation activities in 28 regions of the country from 2010 to 2017, and evaluating the efficiency of China's domestic research-research cooperation innovation, the results of the three-stage evaluation show: (1)The higher the level, the easier it is to cause waste of funds, talents, and project input resources, and the higher the degree of marketization and government support, the more it will promote the rational use of innovative resources such as funds and talents; (2) After removing the impact of environmental factors, Beijing, Jiangsu, Zhejiang and Hunan has reached the optimal level, and the situation of industry-university-research cooperation in eight regions including Yunnan and Fujian needs to be vigorously improved.
