德国科技创新经验对粤港澳大湾区建设国际科技创新中心的启示

摘要:

全球经济受到新型冠状病毒肺炎疫情的严重冲击，坚持创新驱动发展战略是中国恢复经济和实现高质量发展的必然要求。本研究基于对国际科技创新中心的理论内涵、功能、成长路径和建设着力点的梳理，从科技发展战略、支持尖端技术研究、科技创新的金融支持系统、直接推动企业实施创新创造和帮助高科技企业提升国际化管理等五个方面，研究德国建设欧洲乃至全球科技创新中心的一系列政策经验。并阐释其对粤港澳大湾区建设国际科技创新中心的启示，即制定粤港澳大湾区国际科技创新中心规划，避免各自为政；坚持基础研究和应用研究并重，为科技创新中心提供长久动力；以建设国际科技创新大平台为抓手，提升协同创新效率；加大政府在科技金融的扶持，避免过度市场化；以提升实体经济质量为着力点，建设国际产业科技创新中心。为粤港澳大湾区建设国际科技创新中心提供些许参考。

Abstract:

The novel corona virus is a serious impact on the global economy. Insisting on innovation driven development strategy is the inevitable requirement for China to restore economy and achieve high quality development. Based on the analysis of the theoretical connotation, function, growth path and construction focus of the international science and technology innovation center, this study studies Germany's construction of European and even global science and technology innovation from five aspects: Science and technology development strategy, support for cutting-edge technology research, financial support system of science and technology innovation, direct promotion of enterprises' innovation and creation, and help high-tech enterprises improve international management. It also explains its enlightenment to the construction of the international science and technology innovation center in Guangdong, Hong Kong and Macao, that is, to formulate the planning of the international science and technology innovation center in Guangdong, Hong Kong and Macao, to avoid self governance; to adhere to the equal emphasis on basic research and Application Research, to provide long-term power for the science and technology innovation center; to build the international science and technology innovation platform as the starting point, to improve the efficiency of collaborative innovation; to increase the support of the government in science and technology finance We should hold and avoid excessive marketization, and build an international industrial science and technology innovation center focusing on improving the quality of the real economy. It will provide some reference for the construction of international science and technology innovation center in Guangdong, Hong Kong and Macao.
